Let Us Never Allow Stan "Pampy" Barre to Harm New Orleans Again. He pled guilty to mail fraud, conspiracy and obstruction of justice in his role for skimming from a massive energy savings contract. As a result, the citizens of New Orleans suffered. He is also guilty of money laundering; however, that charge was dropped due to his cooperation with the feds in pursuit of his criminal cohorts.
